THE ESTABLISHMENT OF AN OPERATIONAL SYSTEM FOR ENTERPRISE DATA ELEMENTS

In terms of macro level regulation of data, China has already implemented legislation from the perspectives of data security and data standardisation, such as the Cybersecurity Law of the Peoples’ Republic of China (June 2017) and the Data Security Law of the Peoples’ Republic of China (September 2021). At the micro level, certain research has been conducted on data governance in specific fields, such as the proposals from Tsinghua University’s Research Centre for Technological Innovation, DAMA, and GLO Law Firm for a general path to precise data rights confirmation for global enterprises. However, while macro-level regulation provides a framework for corporate data management, it does not serve as a practical operational model for businesses. Moreover, the micro- level regulation has not yet established a comprehensive operational system for corporate data management under the proposed path for precise data rights confirmation. This paper adopts both literature review and case study methodologies to synthesise advantages and discard drawbacks, thereby integrating and constructing a general operational system for corporate data elements. By constructing this system, the paper aims to propose a novel operational model for corporate data elements, promoting the advancement of data management models for enterprises in the digital age.
